In accordance with article 32 of the Kyrgyz Constitution and article 137 of the Family Code, assisted reproductive technologies, including commercial surrogacy, are defined as legal medical acts, and the filiation between the commissioning parents and the surrogate child is explicitly protected.

How can I secure cross-border custody after the birth of my child?
The Ministry of Justice of Kyrgyzstan provides triple guarantees: The birth certificate is directly marked with the name of the commissioning parent (no genetic link is required); A Certificate of Parentage is issued by the court and certified by the Ministry of Foreign Affairs; Assistance in obtaining a Transnational Custody Transfer Order, which seamlessly integrates the laws of the country of domicile (e.g. Article 1073 of the Chinese Civil Code). Repatriation Support : The agency assists with travel permits, DNA notarization and customs filing to ensure compliant entry.

1. Programming

2. Surrogate screening
The agency screens surrogate mothers according to Ministry of Health standards, comprehensively evaluates their reproductive history, health indicators and legal compliance, and completes screening for infectious diseases, psychological scales and background tracing.
3. Legal filings
Signing a Department of Justice-certified tripartite agreement that clarifies parental rights, medical risk-sharing, and financial rules ensures that all participants are protected during the medical process.
4. Medical preparedness
The surrogate mother receives an individualized hormone replacement regimen (HRT) for endometrial preparation; the commissioner synchronizes the completion of embryo generation (self-supplied gametes) or matched donor gametes.
5. Embryo transfer
Reproductive specialists use ultrasound-guided transfer techniques to implant the embryos, and after 12 days the pregnancy is confirmed by a beta-hCG blood test, which is synchronized with the initiation of the verification of the embryo genetic screening (PGT) report.
6. Pregnancy and childbirth
The whole process of maternity monitoring is carried out at the Bishkek Reproductive Medicine Center, and the commissioning party has real-time access to electronic medical records; the judicial certification of birth certificates and the processing of travel documents are completed within 72 hours after the birth of newborns, so as to realize a seamless cross-border handover.
